These zones, where land use and property rights can be restricted, give the National Park Service and activist preservation groups excessive influence in local affairs. Bartlett is opposing a gigantic heritage area that would cut directly through his Sixth Congressional District called: The Journey Through Hallowed Ground. It would federalize an area stretching from Gettysburg, Pa. to Charlottesville, Va. and increase federal spending by fifty per cent, he notes.
